Pet-Friendly Neighborhoods on the Treasure Coast: A 2026 Guide for Buyers With Dogs
Quick answer: The easiest pet-friendly buys on the Treasure Coast are the no-HOA neighborhoods, where the only pet rules are the county's: most of Port St. Lucie's original lots, Lakewood Park in Fort Pierce, Palm City Farms, Rio and Sewall's Point near Stuart, Poinciana Gardens and Hobe Heights in Hobe Sound, and Vero Lake Estates. Among gated communities, Harbour Ridge publishes no size or breed limits and has a fenced dog park, and Windsor, Mariner Sands, Verano, Veranda Gardens and several Tradition neighborhoods have dog parks of their own. I get this question more than you'd think, and usually after a buyer has already fallen for a house. The dog is 70 pounds, the community caps pets at 30, and now we're starting over. So here's the version I wish everyone read first. It covers the neighborhoods with no pet rules at all, the gated communities that are good about dogs, the ones with limits that will bite you, and where you can actually take the dog once you live here.
What pet friendly means when you're buying
Two things decide it. First, whether there's an association. In a neighborhood with no HOA, the only rules are the county's and the city's: leash your dog off your property, license it, keep the rabies shot current, and don't run a kennel. St. Lucie County caps a household at five dogs and cats over four months old, and Port St. Lucie limits you to three unsterilized pets over six months. That's about it.
Second, if there is an association, what its documents say. Florida passed a law in 2023 that stops cities and counties from regulating dogs by breed, weight or size, but it doesn't touch private associations. An HOA or condo board can still cap you at two pets, set a 30-pound limit, or ban specific breeds, and plenty do. Condo buildings are usually the strictest, and in a lot of communities renters can't have pets even where owners can. Your homeowners insurance carrier can also have its own breed list, which is a separate conversation.
So before you write an offer in any community with an association, get the pet section of the governing documents in writing. Not the listing agent's summary. The documents.

One honest note on Indian River County: the county's own beach-access pages say no pets in county parks, while the towns of Indian River Shores and Orchid allow leashed dogs on their beaches with off-leash hours by permit. If a Vero beach walk with the dog is the whole point, buy in one of those two towns or check the exact stretch before you close.
No-HOA neighborhoods: the easiest answer
If you don't want to negotiate with a board about your dog, buy where there isn't one.
- Port St. Lucie's original lots. Most of the city was platted in the 1960s as scattered quarter-acre lots with no association, and those neighborhoods (Torino, Gatlin Pines, the Becker Road side, the streets off Port St. Lucie Boulevard) are still the biggest pool of no-HOA homes on the coast. Lots run about 0.23 to 0.33 acre. Most homes sell between $350,000 and $600,000, with the citywide no-HOA median around $430,000. The city still regulates where you park a boat or an RV, so no HOA doesn't mean no rules at all, but there's nobody counting your dogs beyond the city cap.
- Lakewood Park, Fort Pierce. Lakes, bigger lots (roughly 9,600 to 15,700 square feet, some over an acre), a voluntary HOA in one section and none in most, median around $338,000. Savannas Recreation Area's dog park is a short drive.
- Palm City Farms. Two to ten acres, agricultural zoning, horses welcome, most of it outside any HOA. Median around $650,000. If you have three big dogs and want them to run, this is the answer in Martin County.
- Rio, Jensen Beach and Sewall's Point. The old waterfront neighborhoods between Stuart and the beach. Rio's median is about $390,000 on quarter-acre lots. Jensen Beach no-HOA homes run from the high $200,000s up, median about $460,000. Sewall's Point is the expensive version, about $1.25 million and up on bigger lots, and there's no HOA in most of it.
- Hobe Sound. Poinciana Gardens (no HOA, recent sales $335,000 to $779,000, lots up to nearly a half acre) and Hobe Heights (no mandatory HOA, most homes $400,000 to $625,000). Both are a few minutes from Jonathan Dickinson State Park and the leashed Martin County beaches.
- Vero Lake Estates and Sebastian. The gridded no-HOA area between Sebastian and Vero, homes roughly $300,000 to $470,000 on quarter to half-acre lots, with Sebastian Bark Park up the road.
Gated communities that are good about dogs
- Harbour Ridge in Palm City publishes no size or breed restrictions and has a fenced dog park with a small-dog group at 2 p.m. and a large-dog group at 4 p.m. For a club community, that's about as good as it gets.
- Windsor in Vero Beach calls itself very dog friendly and has an off-leash area inside the community.
- Mariner Sands in Stuart has a dog park by the chapel. The trade-off is that pets stay leashed off your lot and out of the common areas, the courses, the courts and the pool.
- Verano PGA has a dog park with large and small sides at Club Talavera. Listings show breed restrictions and a number limit, so ask which breeds.
- Veranda Gardens has its own dog park and allows dogs and cats with the usual limits on number and size.
- Tradition's master association allows pets and runs a private residents-only dog park with separate large and small areas, open around the clock. Esplanade at Tradition has a pet park and LakePark has a two-sided one. Each Tradition neighborhood sets its own limits, and the Lakes at Tradition documents are a fair example: household pets in reasonable numbers, leashed in common areas, no dogs with a mean temperament, no numeric cap.
- Riverland doesn't have a private dog park, but the city's Riverland Paseo Park, two acres with three fenced compounds, sits right next door.
- Lake Charles and Ballantrae in Port St. Lucie both allow pets with a two-pet limit and some breed restrictions on the books. Nine miles of lit sidewalks at Lake Charles is a real perk for a dog walker.
- Piper's Landing allows up to two large pets, which is more than most club communities will put in writing.
- Summerfield, The Arbors, Monarch, Willoughby and Loblolly are all described as pet friendly with restrictions, which in practice means a number limit and a breed or size clause. Get the specifics for the one you want.
Where the pet rules will trip you up
- Kings Isle, the 55+ community in St. Lucie West, allows one dog up to 30 pounds or two dogs up to 40 pounds combined. A lab is out.
- Meadowood in Fort Pierce has at least one section with a 20-pound limit.
- Harbour Isle on Hutchinson Island is split. One broker says owners may have any size dog and renters may not have pets; Harbour Isle West's condominium listing says no pets at all. It's several associations, so the answer depends on the building.
- John's Island allows pets for owners with a size limit, but its rental office says many rentals prohibit them.
- Condo buildings generally. On the barrier islands especially, expect one pet, a weight cap, or none. Read the condo docs before you fall in love with the view.
