What Is a Butler’s Room? Staff Quarters, Maid’s Quarters and Nanny Suites in Florida Homes

Quick answer: A butler's room has no dictionary, historic-house or MLS definition that I could find; at Whitehall and Biltmore, the butler's workroom was the butler's pantry, and staff bedrooms were grouped in their own wing, floor or outbuilding. Staff quarters, maid's quarters and nanny suites are listing labels too: the national MLS data standard (RESO Data Dictionary 2.0) has no value for any of them, and the closest values are "In-Law Floorplan," "Guest House" and "Second Residence." So identify the space by its features: a sleeping area, a bathroom, a kitchen and its own entrance. Florida's ADU statute, s. 163.31771, defines an accessory dwelling unit for its own purposes as one with "a separate kitchen, bathroom, and sleeping area," and local codes may define ADUs differently; Fannie Mae, for loans it buys, adds a separate entrance and says a second kitchen by itself is not an ADU. Whether a suite may be built or rented, and how renting it affects a homestead, depends on local zoning, the permit file and the property appraiser, so confirm each in writing.

Staff quarters, maid's quarters, a nanny suite and a butler's room are names for a room, not legal categories. The name does not tell you whether the space was permitted, whether it can be rented, or how a lender or the property appraiser will treat it.

What is a butler's room?

A "butler's room" is a listing name, not a defined room: I found no dictionary, museum or MLS definition. Merriam-Webster has no entry I could retrieve for "butler's room" or "servants' quarters," and neither the Flagler Museum nor Biltmore uses "butler's room" on the pages I read. The closest is British: Kent County Council's Historic Environment Record thesaurus defines servants quarters as "The part of a house frequented by servants when not performing their duties."

In those historic houses, the butler's workroom was the butler's pantry, which I cover in butler's pantry vs butler's kitchen. The questions for a "butler's room" are the same as for any suite: what is in it, how you reach it, and what the permit file says.

Where were staff quarters at Whitehall and Biltmore?

At the Flagler Museum's Whitehall in Palm Beach, the museum's Servants Room page says the second floor west wing "housed thirteen separate servants' bedrooms." The kitchen, pantry and servants' dining room were in the northwest wing, "destroyed when the hotel addition was built in 1925."

Biltmore House counts its rooms in an undated "by the numbers" fact sheet: 250 rooms, 35 bedrooms, and "66 (26 in the House; 40 in stable complex)" servant's bedrooms.

In both houses, staff bedrooms were grouped in their own wing, on an upper floor or in an outbuilding. I found no modern source on how staff suites are laid out, such as separate air conditioning or a location by the garage, so I treat those as things to look at, not a definition.

How do MLS listings label staff quarters, maid's quarters and nanny suites?

MLS fields map to the RESO Data Dictionary, the national standard. Version 2.0 has 33 room types and 53 interior features, and none is a butler's room, staff quarters, maid's quarters, nanny suite, guest suite or in-law suite. So a listing has to say it in words, and I confirm what they describe in person. The local MLS may use its own labels, which I did not verify. These are the closest RESO values:

What the listing describesClosest RESO 2.0 valueRESO's definition
A suite inside the house with its own living area, kitchen, bedroom and bath"In-Law Floorplan" (Interior Features)"The structure has an area within that has the characteristics of an independent apartment, typically with a living area, kitchen, bedroom and bathroom. An in-law floor plan is not necessarily an Accessory Dwelling Unit (ADU)."
A bedroom suite without a kitchen"Bedroom" or "Bonus Room" (Room Type)Bonus Room: "A room that can be used for multiple purposes."
A separate building on the lot"Guest House" or "Second Residence" (Other Structures)"The property includes a guest house." "The property includes a second residence."
A private entrance (RESO does not say to which part of the property)"Private Entrance" (Exterior Features)"The property has a private entrance."

Is a staff suite an accessory dwelling unit?

It meets the definitions only if it has the features, and it is legal only where local rules allow one. Florida's accessory dwelling unit statute defines an ADU, for purposes of that section, as "an ancillary or secondary living unit, that has a separate kitchen, bathroom, and sleeping area, existing either within the same structure, or on the same lot, as the primary dwelling unit" (s. 163.31771(2)(a)), and says a local government "may adopt an ordinance" to allow them (s. 163.31771(3)); local codes may define ADUs differently. Fannie Mae's Selling Guide (B2-3-04, dated October 8, 2025) sets the test for loans Fannie Mae buys, and it says "An independent second kitchen by itself does not constitute an ADU." Other loan programs may differ, so ask your lender.

A staff room with a bedroom and bath but no kitchen has fewer features than either ADU definition lists. Fannie Mae says an ADU "should always be considered legal if it is allowed under the current zoning code for the subject property," so the zoning answer matters. My post on mother-in-law suites covers how appraisers and lenders treat a suite.

Can staff quarters or a guest house be rented?

That is a zoning and association question, not a label question. My post on guest houses, zoning, permits and rentals covers unincorporated St. Lucie County's guest home rule, Port St. Lucie and the state's HOA rental statute, so I will not repeat them.

Martin County publishes an "Affidavit of Compliance with Section 163.31771, Florida Statutes" (the copy I read is marked Rev. 7-26), in which an owner "applying for a building permit for an accessory dwelling unit as defined in Section 163.31771" swears the unit "will be rented at an affordable rate to an extremely low income, very low income, low income, or moderate income person or persons." Its Building Department's guest house checklist (revised 2-26, under the Florida Building Code 8th Edition (2023)) asks for signed and sealed plans, a survey or site plan, electrical load calculations, wind-load certification and, when adding living space, Florida Energy Code Form 402, a Manual J and, on septic, a Health Department septic permit. It sets no zoning, size, kitchen or rental rules and sends zoning questions to Site Compliance at 772-288-5495.

Martin County has been reported to be changing these rules. A Citizen Portal summary dated February 26, 2026, drawn from a county podcast recap, says "The Martin County Board adopted an ordinance amending Article 3 of the county's Land Development Regulations," including "replacing the term 'guest house.'" It gives no ordinance number or vote tally, and I did not read the ordinance, so confirm the current Land Development Regulations with Martin County Growth Management before you count on any rental, size or use rule.

On Jupiter Island, the town's ordinance list includes ORD 405, "Amending Appendix A Land Development Regulations re Floor Area and Living Space," and ORD 402, "Vacation Rentals," but I could not read either text. Ask the town before you plan around a guest house or staff suite there.

Can renting part of a home affect the homestead exemption?

Yes. Under s. 196.061(1), "The rental of all or substantially all of a dwelling previously claimed to be a homestead for tax purposes shall constitute the abandonment of such dwelling as a homestead." The same subsection says the abandonment continues until the owner physically occupies the dwelling, and that abandonment after January 1 of a year does not affect that year's exemption unless the property is rented for more than 30 days per calendar year for 2 consecutive years. For part of a home, s. 196.012(13) defines homestead real estate "less any portion thereof used for commercial purposes" and says "Property rented for more than 6 months is presumed to be used for commercial purposes."

The Martin County Property Appraiser's handout "Can I Rent My Homestead Property" (its file is labeled 2026) says "Florida Statutes permit homeowners to rent all or a portion of their homestead property," under "strict conditions as not to lose the homestead exemption." It lists "A Single Room" among small portions, says "Rentals for these small portions are permitted less than 6 months," and says that "If rented longer than 6 months, the value attributed to that portion will be classified as commercial" and "will no longer be protected under the 3% Save Our Homes assessment cap." Ask a CPA about the income tax side. My homestead portability post explains the Save Our Homes cap.

Does employing household staff have tax rules?

Yes, and they are a CPA's subject. The IRS Household Employer's Tax Guide, Publication 926 (2026), says "You have a household employee if you hired someone to do household work and that worker is your employee," and its examples include butlers, housekeepers, maids and nannies.

What conveys with staff quarters under a Florida contract?

The Florida Realtors/Florida Bar AS IS contract, form ASIS-7x, makes no distinction between a suite's kitchen and the main one. Paragraph 1(c) includes "all existing improvements and fixtures, including built-in appliances, built-in furnishings," and paragraph 1(d) includes items "owned by Seller and existing on the Property as of the date of the initial offer," starting with "range(s)/oven(s), refrigerator(s), dishwasher(s), disposal," with a line for "Other Personal Property items included in this purchase are:" and paragraph 1(e) for exclusions. Furniture in a suite or guest house is not named, so write any bed, sofa or kitchenette appliance that should stay on the 1(d) line. The contract does not say whether a suite is permitted or rentable; that comes from zoning, the permit file and any association documents.

How to confirm staff quarters at a showing

  • Count the features: a sleeping area, a bathroom, a kitchen and its own entrance.
  • Note whether you can reach the suite only through the main house; Fannie Mae does not count that as an ADU.
  • Ask the listing agent for the building permit and final inspection for the suite or guest house.
  • Ask the city, county or town for the zoning status in writing.
  • Read the association's declaration for limits on guest houses, second kitchens and rentals.
  • Ask your lender how it will treat the space.
  • List any appliances or furniture that should stay on the contract's 1(d) line.
  • If you plan to rent any part of a homestead, ask the property appraiser first.

What I could not confirm

I could not read Port St. Lucie's zoning text, Martin County's current Land Development Regulations or the Florida Building Code's definition of a dwelling unit, and I found no local code saying whether a second kitchen makes a house a two-family dwelling. Ask the building and zoning office about the specific address.

Questions people ask about butler's rooms and staff quarters

What is a butler's room?

I found no dictionary or historic-house definition. In the historic houses, the butler's workroom was the butler's pantry, and staff bedrooms were grouped separately, such as the thirteen servants' bedrooms in the second floor west wing at the Flagler Museum's Whitehall.

What are staff quarters in a house?

A UK heritage thesaurus defines servants quarters as "The part of a house frequented by servants when not performing their duties." In a listing it is a label with no RESO value, so identify the space by its bedroom, bath, kitchen and entrance.

How does an MLS listing show a nanny suite or maid's quarters?

The RESO Data Dictionary 2.0 has no value for either. The closest are "In-Law Floorplan," "Guest House," "Second Residence" and "Private Entrance," so read the listing remarks and confirm the space in person.

Is a suite with a kitchenette an accessory dwelling unit?

Not automatically. The definition in Florida's ADU statute, s. 163.31771, requires a separate kitchen, bathroom and sleeping area, and local codes may define ADUs differently. For loans it buys, Fannie Mae also requires a separate entrance and says a second kitchen by itself is not an ADU. No source I found says whether a kitchenette counts as a kitchen for either test.

Can renting part of my home affect my homestead exemption?

It can. Section 196.012(13) presumes property rented for more than 6 months is used for commercial purposes, and the Martin County Property Appraiser's handout says that if rented longer than 6 months, "the value attributed to that portion will be classified as commercial" and loses the 3% Save Our Homes cap.

Can I rent out staff quarters or a guest house?

It depends on local zoning and any association documents, not the label. A February 26, 2026 news summary reports that Martin County amended its Land Development Regulations, including replacing the term guest house, so confirm the current rules with the county.

Talk with William. Looking at a home with staff quarters, a guest house or a suite, or getting ready to list one? Send me the address or listing link, and I will ask the listing agent for the permit history, compare the suite's features with the ADU definition in s. 163.31771 and Fannie Mae's list, and give you the zoning, association and property appraiser questions to put in writing.
